Devolution in UK :

The decentralisation of governmental powers to Wales, Scotland and Northern Ireland was created in 1999 to decentralise government and give to others the possibility to take decisions. This law can be a real effort by the English government to share powers, but some people think it’s just a way to satisfy the others memberships of the United Kingdom. Is the decentralisation in the UK an authentic attempt to divide powers equally or a political strategy ?

The idea of the devolution started with the protest of Scotland and Wales. In the 20^th century, some people in Scotland and Wales wanted to be more independent with England, and political parties were created to defend the self-government of Scotland and Wales. This political parties were elected in the 70’s and started to protest against English Government. English Government finally accepted legislative decentralisation for Scotland and administrative decentralisation for Wales to pacify the situation. It should be recognized that at the beginning, devolution seemed to be a consolation prize because it wasn’t an English initiative.

But since 1999, devolution has been progress, and the separation of the powers is more equal. Nowadays, for example, all the government (Wales, Scotland and Northern Ireland) can manage of the agriculture: equality is an important value in the EU and English government officials also find advantages to this form of power. But some powers are still not devolved: English Government wants to keep the control of national policy. That means devolution can develop yet.

At the beginning, devolution was just a way to fulfil the others. But with, the development of the  EU and its egalitarian values, it’s become an important factor for the development of the UK. Some parts of the devolution process seem to be working, but not all because of the Brexit situation.
