This form of state is freed from the liberal conception of a State limited to functions of public order and security.

First, the problem is the aging of the population; The age of retirement of the baby-boom generation drops the ratio of active to inactive and increases the financial needs of pension plans.

Furthermore,life expectancy has increased over the last decade and this has led to an increase in the relative number of retirees with a decline in the birth rate.

Indeed, the length of retirement will be much longer than the old generations.

 

But there are several levers to balance the system: reserve fund, growth rate, contribution period, retirement age, labor productivity, fertility rate, immigration, method of raising pensions, incentives to save , Etc.

 

 

Second, there is a decrease in working life. Young people have a later entry into the labor market.
The reduction in the number of contributors, accentuated by periods of unemployment and inactivity, results in a decrease in the resources of the system.

 

Beyond the diversity of solutions proposed to ensure the sustainability of the pension system, the observation is that of a future financial imbalance of a very large scale.
