There is not so for a long time, the human factor occupied a minor position in the preoccupations of the persons in charge of companies, being considered as a cost and not as a resource. When we speak about human resources it is mainly about the recruitment, payment, training, and of the management of skill, and social relations in the broad sense. Human resources activity could be divided in five sectors. There is at first an administration of the staff with the payroll,the management of the information system of the staff and the staff management, and the realization of the social audit. Then, the questions relative to the management of the persons come and more precisely concerning the management of the recruitment and the progress of the career in different aspect as the mobility, the training, the promotion, the resignation and the redundancy (dismissal). The aspects of the collective management also begin to take an important place in the preoccupations of the persons in charge of the staff. The social development corresponds to the implementation of practices of management, which cover wide domains. For example the realization of inquiries with the staff or the flexible time management. The last task of the persons in charge of the staff concerns the domain of the social and labour union relationships (organization of the elections, make live the social dialogue, management of the conflicts). The understanding of the expectations of the staff, its problems, its anxieties or its material difficulties is thus indispensable for Human resources departments. If they want to be able to formulate answers adapted to the group for which they are responsible. One of the big missions of Human resources departments is to listen the evolutions susceptible to affect the functioning of the organization. The complexity of the human resources management is to manage the evolution of the structures, which makes harder and harder the perspective of the future of the company. The company need to adapt creative behaviour. It is question to revitalize the structure and to organize the relations between the human resources services and the rest of the company.The good human resources management is henceforth the one, which contributes to the performance of the company.
