Complete using the right tense( Simple past or present perfect):

The problem of pollution EXISTED for many years in our area. It approximately STARTED in the sixties. Since then, people HAS TAKEN a lot of measures but the results have been insufficient. In 1975, when the explosion HAPPENED in the factory, everybody AGREED that something HAS TO be done. I think that we SAW too many catastrophes: the government HASN'T PROMOTE enough protection over the past years. So far, we can consider that the authorities HASN'T DONE anything really serious about the problems. They made too many promises in the past, now they must act!

* Même si tu étudies seule avec le CNED, efforce-toi d'appliquer strictement les règles de grammaire.

=>Le present perfect s'emploie obligatoirement quand il y a un complément de temps introduit par for ou since.

=> Il est toujours formé de l'auxiliaire has/have + participe passé du verbe.

Attention aux particularités des verbes irréguliers.

Quant aux réguliers, c'est toujours infinitif + (e)d.

=> Attention : Has = sujet singulier <--> Have = sujet pluriel.

=> people est un nom toujours pluriel = les gens, = verbe pluriel.
